Do the Mind Honey Pro percentages come out?

A Daily Value is a percentage of a reference figure, so both percentages on this panel can be checked with a calculator. One of them checks out exactly. The other does not, and the difference is small, explainable and worth stating once.

Checked against the Institute of Medicine chapters on the NCBI Bookshelf. The ods.od.nih.gov and fda.gov pages carrying the same figures answer scripted requests with 403 and 404 bot blocks, so they were recorded as blocked rather than used.
The explanation is almost certainly a reference table rather than an error of substance. Daily Values for calcium moved from 1,000 mg to 1,300 mg when the Nutrition Facts rules were updated, and 1,200 mg is the adult RDA for older adults in the Institute of Medicine's calcium chapter. A panel printed against the older figure gives 1.5 per cent.
Nothing on this website is recalculated away from what the bottle prints. The panel says 1.5 per cent, this page says 1.5 per cent, and this section says what the current figure would give instead. A reader who wants the number in absolute terms should use the 18 mg, which is the same on either reference and is about a seventieth of what an adult needs in a day.
The niacin row is the one worth taking seriously, and it survives the check. The same series of chapters puts the adult requirement at 16 mg NE a day for men and 14 for women, and the tolerable upper intake level at 35 mg a day, set on the flushing reaction rather than on organ toxicity.

The citrulline malate ratio
Citrulline malate is sold commercially at two-to-one and at one-to-one, and the two carry noticeably different amounts of citrulline in the same 100 mg. The panel prints the compound weight and not the ratio, so this row cannot be resolved to an amount of citrulline from the bottle alone. It is the only row where that is true.
The form of the niacin
The panel prints milligrams NE, which is the unit the requirement uses and the correct way to express it. What it does not print is whether the source is nicotinic acid or niacinamide. At 7.5 mg NE the distinction has no practical consequence, because the flushing reaction belongs to gram-scale nicotinic acid.
The amount of each inactive line
Inactive ingredients are listed in descending order of weight and are not required to carry amounts, so this is a convention rather than an omission. All three here are ordinary capsule excipients present in fractions of a milligram.
Anything about where it was made
“Manufactured in the USA with globally sourced ingredients” names a country of manufacture and not a facility, and the pack’s seals name no auditor. Testing and quality takes each seal in turn and says what it establishes.
Set against the rest of this aisle those four are small. A proprietary blend answers none of the questions this panel answers, and a reader holding a blended label cannot even find out whether the ratio question applies.

What are the other ingredients?
hypromellose (vegetable capsule), vegetable stearate, silicon dioxide. The first is the capsule shell and makes this a vegetable capsule; the other two are a lubricant and an anti-caking agent.
